Over the last 25 years the Michigan prison population has more than tripled with approximately half of those incarcerated being substance dependent, and many more being locked up for drugs or other non-assaultive offenses. Once released, these offenders are very prone to relapse and recidivism when their underlying issues are not sufficiently addressed. <more>
